Therefore, this thesis adopts theory of conflict management to study the process of legitimization, policy formulation and implementation on companion animal in Taiwan. The aims are to clarify types and root causes of disputes and to seek for appropriate solution. This research conducted content analysis through relevant literatures, journals, newspapers, reports and by attending government workshops to explore the disputes occurred in the field of law enforcement on animal protection. According to life span of a dog, the author divided it by three stages: pet at home, strayed at street and in the shelter. Both front pet registration and pipe end management system, and trap-neuter-return (TNR) are foci of analysis. Conflicts are assessed based on perspective of legal constraint and animal welfare. Resolutions are proposed based on five root causes analysis of conflict mediation process. The results suggest that at the front end, responsibility of ownership shall be emphasized, and at the shelter end, humanity treatment shall be a priority. In addition, public communication with various stakeholders shall also be enhanced. This thesis first recommends that rising to a higher level of institution of animal protection, increasing human and finance capitals for policy implementation, and enhancing monitoring mechanism are all necessary. But, the fundamental solution is delivering law and ethical education for animal protection extensively, if a harmony society where human and animal can coexist is to be build in the future.
