In response to the current cross-strait economic and trade environment and policy changes, this study explains how enterprises manipulate its organizational capital and relational capital to obtain competitive ability by mastering knowledge management, such as talent training, under the local institutional environment. We adopt qualitative research method and interview with experienced managers to clarify that as firms’ development in the foreign market is subject to the constraints under the institutional environment, the human capital management will improve, even strengthen their core competitiveness among much larger rivals.
