The Company had finished organizational consolidation in the first stage of 2007, namely re-organized 12 DMUs from the original 14 ones. The Company had also completed its second stage of consolidation in 2011, and the DMUs had become 8. This study intended to explore the variation of their efficiencies of all DMUs at the before & after these two stages of organizational consolidation; and to study the changing trends of their efficiencies of all DMUs from 2006 to 2011 (namely during these 6 years). The methodology adopted by this study is Data Envelopment Analysis(DEA) pure technical efficiency and scaled efficiency of all DMUs of the Company.The research results of this study are to acquiring better efficiency value of merged DMUs after the twice of consolidation in 2007 and 2011, respectively; namely the efficiency values of merged DMUs are better than the 2006 and 2010 pre-merger efficiency. The technical efficiency values of complete merged DMUs of the Company increased 22 percentages during the past 6 years. The findings of this study could be as a helpful reference in the aspect of formulating the strategic plans for the future consolidation of the other organizational units of the Company and as a reference to strengthen the improvements of the ratios of input and output and to adjust their production scales of other DMUs of the Company.
