Summary: | 碩士 === 國立東華大學 === 特殊教育學系 === 100 === This study adopted the qualitative research method to investigate the identification of children with special needs in Hualian County and the current situation and problems of the placement implementation. The study subjects include 3 pre-school special education teachers and parents of children with special needs. As for the research tools, based on the research purpose and problems, the semi-structured interview guide was designed to engage in interviews and related document analysis, providing the respondents’(teachers and parents) insight into identification of children with special needs and the current situation of the implementation placement, as well as their opinions. The results are as follows:
1. The Identification of Children with Special Needs in Hualian County and the Current Situation of the Placement Implementation
(1) A clear and complete set of Operating Procedures for Children with Special Needs Identification and Placement has been established.
(2) The social affairs, medical, and educational units are endowed with good integration of resources.
(3) Develop assessments conducive to children with special needs in remote areas.
(4) Actively promote the early detection and screening of suspected children with special needs.
2. The Identification of Children with Special Needs in Hualian County, the Current Situation and Problems of the Placement Implementation, and Recommendations for the Improvement Direction
(1) The undertakers of kindergarten identification and placement undertakings were quite unfamiliar with the suspected “children with special needs” notification processes and the kindergarten teachers were not familiar with the screening tool use.
(2) The parents were unfamiliar with the Operating Procedures for Children with Special Needs Identification and Placement.
(3) The manpower for children with special needs is obviously inadequate.
(4) The children with severe special needs placed in pre-school fusion class had less effective learning results.
(5) During cross-district placement, transportation vehicles in response to the children with special needs due to the barriers they had were unavailable.
In view of the above, the identification of children with special needs in Hualian County, the current situation and problems of the placement, and the recommendations are as follows:
(1) It is suggested that identification and placement related personnel training be strengthened and pre-school teacher analysis and assessment personnel be cultivated.
It is suggested that multiple special education channels be established and the knowledge of parents of children with special needs regarding the identification and placement of children with special needs be strengthened.
(2) It is suggested that support services of educational placement be integrated.
Finally, the related recommendations were proposed to serve as a reference for administrative units and follow-up studies on the identification and placement of children with special needs.
