description 碩士 === 國立東華大學 === 民族發展與社會工作學系 === 100 === The core factors of evaluation indicators for indigenous “family & woman center” that were comprehensively surveyed are to make sure the center’s professional development and to promote its strength of surveying service output and capacity. In doing so, some analyses and effective assessments were made to form a basis in accordance with professional service adjustment and performance improvement. What is more, it was hoped to elevate the professional quality and to construct a set of effective assessment as a complete mechanism that also can be served as the base for the governmental resource input and its functional operation. Nevertheless, in light of the meaningfulness, predictability and apprehensibility levels appearing in the current evaluation indicators for indigenous “family & woman center”, do those who were evaluated actually recognize the functions and goals of evaluation mechanism? Furthermore, can the actual efficiency derived from work input and output be reflected and measured concretely whether or not? Also can the correlation between professional value and growth arise? All of these are required to further figure out and organize. This research aimed to get a grip on the reflection of service results from the evaluation indicators connotation of the center’s professional development. It explored the evaluation indicators affecting social worker’s efficiency and feelings as well. Besides, it would clarify the correlation concerning whether the evaluation indicators could effectively promote the professional development quality of the center. Based upon these aims, therefore, the social workers in Taiwan province were served as the sample size in this research, and the qualitative approaches such as Participant Observation, In-depth Interviews (10), Secondary (Data) Analysis as well as quantitative analysis such as the questionnaire approach (91) were utilized to make careful analyses, hoping to work out some actual viewpoints of the evaluation indicators from the center’s social workers and the dilemma facing them in operation. More importantly, these concrete suggestions and results could offer the Council of Indigenous Peoples as references for the future revision of evaluation indicators. Some conclusions would be drawn from this research: 1.All kinds of modes were produced to respond to the normative pressures which derived from the evaluation indicator. 2.The functions of evaluation indicator were affected by the supports and restrictions from the original organizations. Excessive quantifications and standardizations quoted in the evaluation indicator may not easily reflect the real conditions. 4. Due to lack of full understanding about the connotation of evaluation indicator which was applied into practice in the current affairs, some social workers couldn’t take appropriate measures suiting local circumstances in face of challenges. 5. The absence of community-work methods in the evaluation indicator would make it dull. Some suggestions made in this research would respectively aim at the evaluation itself and the issue of how to conduct it smoothly. Regarding the former, they would include: 1.with regard to the evaluation effect, the multi-reference modes should be adopted to make scorings more flexible;2. to introduce “community work” to be a professional evaluation item for the family & woman center. Concerning the latter, they would comprise: 1.some items, such as “strengthening one’s cognition of the evaluation indicator connotation”, “anti-oppression practices & local cultural capabilities served as the on-the-job trainings” should be listed in the evaluation indicators as well. ; 2. “service-users in tribal context” should also be included in the formulation and feedback of the evaluation indicators. ; 3.the evaluation items and appraisals in the planning and execution of a program ought to be covered for the sake of guiding its reflection and growth. ; and 4.establishing an interdisciplinary subcommittee for the formulation and revision of the evaluation indicators. As to the suggestions for the governmental roles and horizontal platform building, including: to urge the governments concerned for construction of the indigenous affairs agency in the local governments and its organizational social workers. ; and to integrate the all of the resources into the local agency, manifesting the effects of governmental roles and its functions.
