The research methodology used in the study were survey, both quantitative and qualitative data were collected through the questionnaire’s open-ended questions. The data analysis were mainly subtracted from the quantitative data, the qualitative data were served as supplement. The subjects of the research were 130 teachers from private and public kindergartens in Hualien County. The research uses descriptive statistics, t-test and one-way ANOVA to analyze the quantitative data. Qualitative data were also analyzed to support the quantitative data. The research findings are: 1.In Hualien County, most of the subjects developed positive attitude toward 5 year-olds child education support plan. However, subjects of private preschools are confused about procedures on applying for transportation allowances and afterschool programs. 2.There are no statistical differences between demographic variables of the subjects in views of 5 year olds child education support plan. 3.Problems and dilemma encountered by the subjects of the study during the implementing stage of the plan were: ● The administrative procedures for the implementation of the plan were tedious and complicated. ● Lack of government propaganda ● The subsidy policy is unfair ● Parents are excessive relying on subsidies Based on the results of the study recommendations were made to administrative authority.
