Global exchange has become frequent amongst products, personnel, funding and knowledge since the trend towards globalization began. Therefore, the process for the world economic integration must be enforced to diminish the barrier within, and to heighten the degree of globalization. For the reason mentioned above, the topic of contract in government services for laboratory affairs will be approved by global colleague since the international standards were established to diminish the barrier of trade. Global interactions are becoming a general practice nowadays, and public health issues are concerned by major part of the world. Thus, Taiwan have been actively participating international subjects regarding disease prevention and health promotion, to attain globally recognized standard utilized in quality control and technical skills management to promote the better quality of life. The local government serves as first-line safeguard by using standard specifications on food, agriculture, and contagious diseases examination to promote civilians’ health. For the requirement of standards regulation, it is necessary to use identical methods of assay for each laboratory. In contrast, the complications of examined items are high, training and employing of professionals are seemingly difficult, in addition with lack of novel instruments and funds, and degree of accuracy compared to those of private laboratories. Hence, the local government is eagerly searching for feasible ways to outsource local public health laboratory affairs to maintain its advantage in public authority and efficacy of public services. In this study, survey questionnaires were given to the following institutions including: Local Health Bureau Laboratory Section; Medical Technologist, private laboratories that were accredited by ISO/IEC 17025 (for testing and calibration laboratories) and ISO 15189 (for medical laboratories), Department of Health; Food and Drug Association approved laboratories, Department of Health; Center for Disease Control approved laboratories, and the interview were carried out after receiving specific opinions and suggestions. The results show that respondents were utterly affirmed by the accreditations given either in quality control or technical skills. Although differences between public and private institution exists for some subjects, but almost 70% of the respondents suppose that both institutions must sustain an reciprocal favored treatment ; 90% of which assumes that outsourcing is feasible and has specific benefits. The assessment for outsourcing of local public health laboratory affairs may be categorized into three disparate public authority obligations namely The General Labor Service Procurement, Administrative Assistant, and Administrative Inspection. Public institution respondents thought of outsourcing medical examination as primary objective, while on the other hand, private institution respondents suggested there should be no exceptions; therefore, every types of examination should be included. However, in terms of the actual implementation, outsourcing medical examination has lesser recurrent problems. Considering the superiority of private laboratory is the key point in order to achieve the best outcome for public services before contract signing of outsourcing.
