A case study approach is employed in this research. Data will be gathered mainly from interviews and related documentation. Administrative staffs from one public university and one private university, that were similarly ranked, who participated in an unofficial survey, were selected as a means for research. The findings of this research are listed as follows: 1. The definitions of training and development are ambiguous in university. They are always applied as integration without discrimination. 2. To put training and development into practice, a university has to plan specific curriculum for different levels of administrative staff. 3. Positive or negative evaluation is determined by practical application of curriculum. For example, the curriculum planning in Dawn University is based on government policy and an indication from superiors, which are limited while applying to real work. On the contrary, Green Ray University arrange curriculum by following early surveys and understanding the need for administrative staff. In fact, most administrative staff have recognized this practice-oriented and widely applied approach. 4. The factors influencing training and development for university staff are intense work schedules, time limit, legislation, job rotation, rewards and penalties, curriculum planning, and superior support.
