By analyzing all aspects of situations caused by background variables, this research concludes the prediction from all aspects of factors which could affect the psychological capital and the teaching effectiveness. The survey is done by questionnaire, and sampling from elementary schools’ teachers in the Chaiyi County and using stratified sampling from 36 schools with 292 teachers in total. 274 questionnaires are available with 97% of response rate. The questionnaires are analyzed and processed by T-test, ANOVA, Pearson product-moment correlation, and Multiple Regression Analysis. According the results and findings, the outcomes are listed as followings: 1. The Chiayi County elementary school teachers’ psychological capitals are favorable, and perform best in “self efficacy”. 2. . The Chiayi County elementary school teachers’ teaching effectiveness are also favorable, and perform best in “teaching strategy” 3. Regarding the background variables, the Chiayi County elementary school teachers’ psychological capitals and teaching effectiveness will be affected by elements such as post, marital status, human relationship, and health condition. 4. Looking into the background variables, the Chiayi County elementary school teachers’ psychological capitals and teaching effectiveness will not affected by elements such as age, educational backgrounds, years of service, and school scale. 5. The Chiayi County elementary school teachers’ psychological capitals are effective toward their educational efficacy. The more positive attitudes they are, the better educational efficacy will be. 6. For reinforcing the teachers’ psychological capitals and teaching effectiveness, the first priority should be the evolution of “resiliency” In the end, based on the research, specific proposes are recommended as references for executives of education, related educators, and subsequent researchers.
