"Innovation" is applied by individuals or groups and believed to be the latest and different from previous concepts of other products, services or measures, in order to achieve personal or organizational purpose of performance. In other words, the purpose of "innovation" is to enhance the overall performance of the organization by means of ideas, products, services or measures which are different from other strategies or means used in the past. Meanwhile, innovative training is the most direct and effective training methods for organization leaders to breakthrough current status and to elevate efficiency. Facing the internal and external environmental challenges and competition of of Five municipalities and the Central organizational transformation, local governments at this stage, could not only activate the civil service development of the existing public sector, but also echoes with the times the trend and reference for local reorganization of county and city governments. Therefore, this study synthesized from the literature the theoretical framework of innovation training, analyzed the differences innovation training in private sector and public sector, and then worked on the implementation and cognitive analysis of the current situation of central authorities and local authorities for future direction and suggestions to county government operations. 劉兆隆 2012 學位論文 ; thesis 135 zh-TW |
