With the booming development of non-governmental voluntary non-profitorganization, theformation of public service for the first "third sector", with government departments, the private sector to form a three-legged standing situation. Through the establishment of the third-party relations of government departments andnon-profit organizations, can provide better social services. In order to understand the situation of public and private sector interaction in the process of cooperation and collaboration, this study from a local non-profit organization - Changsha County Wild Bird Society, to explore its relationship with government departments in the social service delivery in the third-party relationship, the interaction of public and private sectors coping strategies. In this study, the following discovery: First, small non-profit organizations are still unable to get rid of excessive resources of government agencies rely on this. Second, public and private sectors at the same time facing the gradual reduction of the plight of the funds; Third, non-profit organization with the public sector to work together narrow effectiveness; Fourth, non-profit organization with abundant human resources support system; Fifth, a strong public sector parochialism. In this research, case study and the public sector to make recommendations proposed in the case study: First, to strengthen the policy initiatives on environmental issues; Second,should be actively marketing their own; Third, recruit more talents in the field to join the organization, to cultivate a rich network of resources; Fourth, fundraising to develop multi-pipeline. The recommendations of the public sector: First, government entities do not only activities but ignore the ecological environment is a long-term business; Second,public sector resources should be integrated to provide a non-profit organization use; Third, shorten administrative procedures and funding subsidies more quickly ; Fourth, to change the top-down interactive mode, greater space to the non-profit organizations.
