Control Yuan President Wang Chien-shien also criticized the many civil servants with a monthly salary of NT$90,000, but their contribution only worth NT$20,000. They are not only so-called “fat cats” but also frauds. In recent years the mass media constantly reported and disputed the issue of the reformation of eighteen percent preferential deposit (Retired Civil Servants Insurance Premium Old Age Benefit &; Preferential Interest Deposits), and the program often got animadversion. Avoid making it get worse and worse, most of civil servants want not response to the issue., which shows that the civil service status no longer in the past.
Based on the above, In order to improve the community's views on civil servants. This study will explore for public servants public service motivation, job satisfaction and job performance, through the introduction of foreign public service motivation theory and supported by our case reinforcing the empirical basis of the theory. And questionnaire for the civil service of the Taichung City Government after the merger upgraded to analyze the different attributes of the civil service for the public service motivation differences, and the relationship between public service motivation and job satisfaction and job performance .
A total number of 516 questionnaires were sent and 469 were effective (The valid rate is 90 %.) in this study.The data was analyzed by a number of statistical techniques such as reliability analysis, T-test, one-way-anova, factor analysis, and regression analysis .The evidence found in the study indicated that: 1.For civil servants, different position and function have significant difference in public service motivation.2.For civil servants, different age, salary, Grading of Positions, the seniority of public service, the unit/department before city-county annexation have significant difference in public service motivation.3. There is positive evidently correlation between public service motivation and job satisfaction, public service motivation is positively relevant with job performance, job satisfaction have positive relationship with job performance. In the end of the study some suggestions were provided to government departments and sequent researchers for further studies.
