In this study, through literature, clarification of the relationship including cooperation, complementarity, hostility, contract and supplement, between local governments and nonprofit organizations will be made. Also, by way of depth interviews, relevant information for the inference that evidence of non-profit organizations and local governments will be obtained to prove that if we strengthen cooperation, complementarity, and supplemented with contractual relations, there will not be hostile relations within both sides, no difficulties and obstacles will be caused when the policy is promoted, and the non-profit organizations can function and become important policy third-party partners. Furthermore, through the analysis and recommendations of this study, there are expectations on closer interaction between the non-profit organizations and local governments to meet the needs of the community, and make abundant social capital become public property to provide a more rich and diverse social services. and even the right-hand man to assist local governments to promote public policy and financial construction.
