In order to effectively sovle the healthy problems of the residents , the World Health Organization(WHO) proposed “Healthy Cities Project”,which aims to integrate government forces from various departments ,private organizations and social resources. It is hoped to achieve the goals of being health for all people through cross-departmental actions,community participation and constructing public health policy. From the standpoint of the county government authorities in Taiwa,the study explores the key factors of success in winning internation certification of promoting healthy cities ,may on the one hand raise the government's administrative efficiency, on the other hand provide other counties with a reference to establish international certification programs of promoting healthy cities. This study is conducted on the analysis of the relevant literature, using the method of the Delphi technique.It gathers the information and discussions from fifteen scholars and experts.Expert interviews and three Delphi technique survey are also included.Through the data analysis, the study finds that the key factors of success in winning internation certification include: (A) organizational factors (B)system factors (C) the integration of related units (D) community participations (E) the dissemination of information, a total of five dimensions and twenty-four sub-themes. The results of this study are hoped to provide the county-level local government authorities with a favorable reference to establish international certification programs of promoting healthy cities.
