Summary: | 碩士 === 國立彰化師範大學 === 商業教育學系 === 100 === Enforcement Statute for Substitute Services went into effect on February 2nd 2000. It uncovered a new era of conscription reformation of our country. The purpose of the reformation was to transform people’s military service obligations into helping the government in its public affairs or other social services, in order to contribute to social public interests and promote the quality of public governmental service.
After a public policy is implemented, evaluation should be carried out as the basis for adjusting, continuing, recombining, or terminating the policy. At the beginning of implementing the policy of substitute military service, it won the support from various industries and fields. However, twelve years have passed, due to the large quantities of governmental organs, complex service categories, scattered service sites, greatly differed service properties, it is inevitable that there exists some insufficiency. The result and effect have drawn a lot of social attention.
The thesis analyzes the actual recipients of the substitute military service policy and studies the performance of the policy. It takes the public administrative service in Changhua county as an example, uses the method of questionnaire investigation, inquires the staff from the service organ where the servicemen stay, reviews and integrates the staff’s opinions toward the advantages and disadvantages of the policy as well as the opinions toward the servicemen. Finally, the thesis gives suggestions based on the research and discovery, so as to provide references to the decision making units.
