The aspects of the facilities of listening instruction, the needs of increasing the ability of listening instruction from English teachers’ viewpoint, and the differences between urban and suburban schools were also explored and discussed. The participants were 232 English teachers from 21 senior high schools in central Taiwan. Among them, 119 subjects were from schools in urban areas while 113 were from suburban areas. In addition, 12 English teachers were interviewed. The instruments were a listening instruction questionnaire and an interview guide. Descriptive statistics, percentage, and chi-square test were computed by SPSS 19.0 to analyze the quantitative data from the questionnaire. The interviews were transcribed verbatim and analyzed by categorizing and grouping the subjects’ responses. The results showed that most senior high schools had basic facilities for listening instruction. However, the interactive whiteboard and e-classroom were insufficient. The computer and hardware in the language laboratory also had the problems of maintenance. Most teachers held positive views toward increasing teachers’ ability of teaching listening. From their opinions, in addition to the self-ability promotion, forums and workshops of listening instruction should be held to enhance listening instruction ability. Besides, the results indicated that there were significant differences between urban and suburban schools in the purposes of having listening activities, listening courses, listening activities, teaching methods, and listening teaching materials. Based on the results of the present study, some pedagogical implications were provided. The suggestions included the advancement of English teachers’ listening ability, installation and maintenance of facilities for listening instruction, and the promotion of conference and workshop on listening instruction. In addition, limitations of the study and suggestions for further research were provided.
