However, due to insufficient capacity requirements of the domestic market, the sustainable growth of the service industry in Taiwan is limited. Therefore, the internationalization of the service industry has become the key to industrial upgrading. In this study, we adopt case study method to explore the needs of international talents in the digital content industry grounded on the theory of the international service mode (Patterson & Cicic, 1995), determinants of export performance (La, Patterson & Styles, 2005) and international human capital (Ruzzier, Antoncic, Hisrich, & Konecnik, 2007). The results show that the factors influencing the needs of international talents in the digital content industry are three kinds of strategic selections, the content, technology and international. The government should build the appropriate international environment and make efforts to cultivate international talents under sound policies that support the industrial growth. When the enterprises determine to be internationalized, they should continuously endeavor to accumulate international human capital to respond to the rapid change of international business environment.
