In the digital economy, enterprises can adapt and utilize information technology to automate all kinds of administrative tasks in the organization to enhance work flows, to improve organizational management efficiency and to increase business operation performance. This circulated effect accomplishes sustained business success. This research discusses a matrix organization performance management. With the establishment of electronic information system, enterprises can dramatically minimize the flaws and malpractice of the paper-based performance appraisal system. Through the synchronization notice function, the project manager and functional manager can conduct their team members’ performance appraisals independently, so the order-conflicts caused by double-supervisor evaluations in a matrix organization can be eliminated. With that, the project team members will trust more the performance appraisal system and be motivated to achieve better performance. In this study, we conducted a feasibility analysis survey through a group of project team members in a matrix organization. The results show that the system has improved the work plan and appraisal sheet procedures, approval processes, operation efficiency, data processing efficiency, inquiry and management mechanism, paper consuming, risks of losing signatures, and processing signature efficiency. 93% of the team members recognized and agreed the improvement, while the convenience and efficiency portions of the survey received all the team members’ agreement. This research indicates that there is a significant expectation on the improving the efficiency of administrative and operational processes of the study company via adapting the appraisal information system.
