Most non-profit organizations have limited resources such that volunteers are important to maintain the operation of the organization. It is more difficult for non-profit organizations to use traditional information system development approaches due to their lack of resources and expertise. The emerging concepts of cloud services provide an opportunity for non-profit organizations to overcome this barrier. This study proposes a cloud-based approach to information systems development, and adopted this approach on a case project in the Tzu Chi Foundation. The results shows that integrating cloud services into information systems development could lower the barrier for non-profit organizations, with shorter development time and low development cost.
