Before 1978, China’s power was centralized in CCP and central government. In contrast, local state had no power to decide on local affairs. That is to say, central government was a policymaker, and local state was merely a policy executor. However, after 1978 Deng Xiaoping came into power, he thought local state could benefit the whole economic development and thus brought up reform policy. Through this change, central government started to devolve the power to local state. Therefore, since 1978 local state could decide on major policies in the region. Meanwhile, it had also to be responsible for local development. Under this situation, all local state tried hard to pursue its economic development, and China’s economic thus had rapid growth in a short time. On the contrary, China’s major socio-economic problems became more serious. Actually, since CCP hold the reins of government, it has already faced many socio-economic problems. However before 1978, local state in China had no power to solve these problems, and they just endured these problems in the region. After local state had power, their first goal was to achieve economic development, which turned to worsen many problems. In short, after local state had power, China not only has rapid economic development but also let socio-economic problems become more serious. Under this situation, local state had played two different roles. First, since local state had no power to decide on regional affairs and solve problems, it was only a policy and problems taker before 1978. Second, after 1978, as local state had power, they became policy maker or problem driver.
