If a project manager formulates strategies subjectively, the project schedule and the budget will be disordered and out of control. Consequently, business should make the policy through the effective decision making model. This study is mainly based on the trade-off of the time and cost to increase the resources. For this reason, business can both achieve the best degree of the goals and gain the most profit economically. In fact, given the uncertain environment, decision-makers hardly allocate the aspiration levels of the objectives which they want to achieve. Thus, this study proposes a fuzzy goal programming approach with constructive scenarios which take the relative importance and the priority of business objectives into account. According to the parameters of crisp cost, time and constraints, one can set up the membership function of the total project cost, the total completion time and the total crashing cost. As a result, the corresponding optimal decision parameters and the degree of the goals can be obtained. A case of construction project is used to demonstrate the validity of this model. The experimental results show that the crashing strategy is worst for the case. At last, the parameters will affect the optimal solution through the sensitivity analysis. As far as managers are concerned, they should obtain the best project schedule network and then improve the implement process. This study provides business with a series of optimal strategies.
