This kind of projects is often referred to as dormant projects by academics. Prior studies indicate that knowledge sharing in a project team can help maintain the team’s competitive advantage and enhance its members’ abilities of solving problems. Additionally, there are often duplicated or similar tasks among projects. If the knowledge about the tasks is shared, projects can be progressed more smoothly. On the contrary, if the knowledge is not shared, the projects may have to start over and thus leads to unnecessary increase in the project costs. As a result, the sharing of knowledge related to dormant projects is an important issue, and thus the answer to the question of how to enable the employees to share the knowledge of dormant project is worth exploring. The results of a literature review indicate that social factors have significant effects on individuals’ knowledge sharing behaviors in an organization. In practice, the original team members of a dormant project may be regrouped after the project is terminated. The relationships between the members of the new project team can influence these members’ intention to share their knowledge with others. Additionally, employees usually share their knowledge with others via the use of information technology such as knowledge management system (KMS). A good KMS can faciltate employees’ knowledge sharing behaviors. Therefore, this study aims to examine the factors influencing the sharing of the knowledge of dormant project from a socio-technical perspective. By analyzing the survey data collected from 126 practitioners in Taiwan using the technique of Partial Least Squares (PLS), it is found that reciprocity, trust, knowledge self-efficacy and information quality are central to the intention of dormant project’s knowledge sharing, but system quality are not. Additionally, system quality and information quality positively influence user satisfaction, and user satisfaction doesn’t positively influences the intention of knowledge sharing in the context of dormant projects. Finally, the intention of sharing the knowledge of dormant projects is found to be critical in terms of facilitating the actual behaviors of individuals for sharing the knowledge of dormant projects. The findings of this study are expected to advance the understanding of the sharing of knowledge related dormant projects, and thus can help organizations develop methods to encourage their employees to actively share the knowledge of dormant project.
