Indoor air quality thus affects work quality and efficiency, particularly for those who work in the office for prolonged period. Poor air quality even compromises health. In specifically expressing the government’s determination to improve indoor air quality, the President of Taiwan promulgated on November 23, 2011 the Indoor Air Quality Management Act, which has been passed at the Legislative Yuan on November 8, 2011 to be enforced one year after the promulgation. That makes Taiwan the second in the world to make laws on indoor air quality. Attempting to improve indoor air quality, this study uses the case of total heat exchanger retrofitted in the office of a firm in central Taiwan, investigating in the indoor temperature, humidity, CO2 concentration and energy consumption. With improvement on indoor air quality addressed, on-site measurement and tests were made and the effect of the use of total heat exchanger on the indoor temperature, humidity and energy consumption was explored. Results indicated that electricity consumption increased slightly after the improvement, but CO2 concentration was greatly decreased. It reveals that it is possible to improve the indoor air quality effectively by installing total heat exchanger in the office, and prevent the hazard to human health due to the inability to allow outside air in for the entire return air air-conditioning system as well.
