Since then, the PRC realized that an overall world war no longer exists, and adjusted its military strategic principle to “win a local war under high-tec-conditions”. Besides, the CCP also develop the military theory of "asymmetrical warfare”, “acupuncture warfare” and “anti-revolution of military affairs”, thinks of competing with the Western countries, mainly the United States. The “network war” is one of the most important combat forces of the PRC, and has invested lots of national resources to build its “Network Force”. The PRC build the network force through the national system, the PLA’s system, scientific and academic system, and the militia mobilization system of the country, recruiting talented persons to conduct training and offensive and defensive drills. It indeed has resulted in Chinese-dominated cyber-attacks around the world and has drawn international attentions. International community is increasingly pay attentions to the hazards brought by network attacks and have committed significant resources to build their own network power, in order to strengthen their information security. Taiwan is known of information technologies and the internet is set up in every corner of this island. Due to cross-strait political confrontations, the PRC’s Network Force has launched attacks against important targets such as the ROC government, military, financial facilities and morale, etc. Taiwan should pay more attention to the attacks from the PRC’s Network Force and take actions to respond it.
