The Muslim veil law enacted in 2011 also made the world recall that Muslims has been a subject-matter for longtime in France.   This dissertation shows the Roms and the Maghrebs stand a special place in France immigration policy by analyzing all the immigration policies and the immigration composition after WWII. This dissertation focuses on the Roms and the Maghrebs and uses the theory of securitization to discuss how and why these two ethnic groups had become national security issues. It also discusses who choose to securitizing those ethnic groups by analyzing their history and progress in France. Moreover, this research evaluates those behaviors of securitization were succeed or not. In this dissertation, the securitization actor usually plays a role as opinion leader who put personal goals in the process of securitization. The securitization actor uses the meanings of “national security” to strengthen the securitization and make the audience receive it. The connotations of “national security” are multi-level, like Economic, social, cultural, and identity   This dissertation found out no matter a behavior of securitization succeed or not, once became a political issue, it will be much easier for the actor to raise the issue again, but after the actor has achieved his/her goal, all the issues of “national security” will soon wane.   Under the European debt crisis, the extremely economic stress might be the cause for European to be opposed to immigrations. How to stop the internal unemployment rate keep raising and mitigate the negative feelings to immigrations of French people will be a harsh challenge for Holland government.
