Summary:碩士 === 國立中興大學 === 歷史學系所 === 100 === In the recent decades, with the wave of globalization and the trend of international education reform, the adult education and lifelong education has become important policies for countries around the world. Since 1960, every country around the globe has started working on the adult education and lifelong education for their citizens. There are three categories of supplementary education in Taiwan: national supplementary education, continuing education and short-term education. The offering of opportunities for national supplementary education has, to some degree, elevated the level of basic education for people in Taiwan and hence plays a vital role in the development of the whole society. This article is based on the first phase (period)of national supplementary education--supplementary education of elementary school, dividing in time order the policies the government in Taiwan has decreed as "the supplementary education for people deprived of schooling ", "the national supplementary education", "the adults'' basic education" and "the Multi-dimensional fusion on education". By order the article will continue to discuss on the background and the development of these policies as well as the change of place and property of supplementary elementary schools. Meanwhile, the article will also make an observation on the general practice situation of supplementary elementary schools over the years. During the phase of the supplementary education for people deprived of schooling, the government establish the "cram schools for people " in order to equip its people with the basic skills of reading and writing. After the promulgation of " Supplementary and Continuing Education Law " in 1976, Taiwan has stepped into the phase of national supplementary education and started to establish supplementary elementary schools. And since 1991, the government has followed the international trend on education and propelled actively the adults'' basic education. During this period of time, the government, apart from keeping the conduct of supplementary elementary schools, launched the study programs for adult basic education to enhance the people''s basic skills. After the year of 2001, with the increasing population of foreign spouses, the government of Taiwan enacted the policy to make it legal for the foreign spouses to study in the supplementary elementary schools and the study programs. This policy has made a change on the student structure and also enforced the supplementary elementary schools to transform again.
