Understanding of the family is the basic organization of nations, the turmoil of the family impact on the stability of the country and the social order of harmony directly, especially with the progress of the times and values change, the State can not hold neglected attitude for the cases of family disputes, on the contrary, it must be faced by positive and mandatory policy point of view via legal constraints. Policy have their common elements, It must formulate good policy for change with the specific environment, resources and the main subject to form the individual policy systems and networks .Furthermore, those who mired in the modernization process of rapidly transition in Taiwan society, the imbalanced phenomenon in the transition process, are also becoming more serious surfaced for people. It affects the quality of their life and increases the needs of them against the government. Therefore, in order to obtain the stability of society and cognitive issues of public policy, managing the module of policy in the family enents and cases processing is the standard to measure the ability of the national family policy.
Family enents are the important segments of national affairs. The dealing with family events not only depend on law but also led by many departments which are aggregated the resources about the links and integration. This is the study search for.
This study is divided into five parts. The first part shows the evolution of government policy for family enents. The second part discuss the theory of proceedings and noncontentious proceedings crisscrossing by family events procedure. The third part try to find out the propriety of the mediation policy in ours different from another country’s conciliation procedure. The forth select the domestic violence what is the most able to demonstrate the system of family enents policy network links. Analysis of the composition of policy networks and the intervention of the conciliation procedure used by the current practice. The final is conclusions, recommendations and prospects.
There isn’t the best of both worlds. All we have to do is set aside the contradiction and deal up the disputes of the family events by empirically and modify it. Let it better than ever.
