Therefore, Taiwan Department of Health chose Keelung City, Taoyuan County, Changhua County and Kaohsiung City to be the pilot administration in suicide prevention. The mission is building the effective national suicide report format and care delivery system, planning the case management and the standard of process. In order to form a strong foundation for future work. In October 2010, Kaohsiung City merged with Kaohsiung County to form a larger municipality. The merge put its suicide prevention in a specific situation. Therefore, this study chooses Kaohsiung to be case study, and wants to set out the collaborative governance theory, completes it with the document analysis and the positive research of depth interview, and tries to find out the interaction mode between actors of Suicide Prevention Policy in Kaohsiung City, and brings up the policy advocacy. This study obtains the following conclusions: 1.The suicide prevention in Kaohsiung displays the Top-down model with the appropriate horizontal collaborations. 2.The local actors of suicide prevention in Kaohsiung City have high-degree agreements in collaboration. 3.The most serious predicament of local actors are the funding requirements. 4. The merge brings the missing links and more works to local actors. This study suggests the following: 1.To improve the integration of the different resources. 2.Improving communications to get out of the merge predicament. 3.Regarding local actors as the partners, and listening to their needs.
