The migration of rural population tends to concentrate in the edges of urban areas or city centers where public infrastructure is most readily available. Such infrastructure is often found missing in most rural communities. As a result, many aspects of rural communities, such as their characters, and natural habitats can’t be properly preserved and protected. Through time, these communities lose their charms and luster little by little, and subsequently, local economic developments suffered. The government attempts to give back the respects to local residents of rural communities with its Rural Regulation policy, part of Love Taiwan 12 Projects which outlines “establishing rich and beautiful rural communities" as the blueprint to enhance the overall development of rural areas. Leisure tourism is becoming a trend, which helps to liven up many communities and create relaxing landscape and sustainable environment. This study focus on the Ai-Men Community’s current resources and overall planning. Working towards the goal of becoming a leisure-tourism-oriented community, the efforts and planning aim to elevate the overall quality of life which, includes many aspects such as industry, transportation, culture, and the environment.
