Because of this, the number of Chinese tourists has increased every year. After being implemented for four years, the large number of Chinese tourists has made a huge impact on the soceity and economy in Taiwan. However, there have also been negative news including a small train incident at the A-Li Mountain and the influence of low-priced tourist package tours. While welcoming the Chinese tourists, the governmental agencies concerned should also evaluate what can be strengthened in the sector as well as identify ways and means that they can cooperate with the tourism industry to improve the overall torusim quality in Taiwan and establish a high quality torusim environment. This study evaluates the positive and negative influences of the above mentioned toursim policy of opening Taiwan to Mainland Chinese tourists on Taiwanese society, on the tourism industry and on China itself as well as discusses improvement measures. Suggestions related to issues such as frequent tourist incidents, low-priced competition and overdue payments of package tour fees are presented. It is hoped that the relevant governmental agencies can use them as references to solve issues that currently confront Taiwan’s tourism industry at this stage as well as to increase the willingness of Chinese tourists to visit Taiwan. This study analyzes the roles and conflicts of the government and the tourism industry to work out their differences. The author provides relevant advice for the purpose of reducing conflicts and facilitating cooperation between the government and the various sectors of the tourism industry. People from across the Taiwan Straits now have more frequent contacts and exchange due to the tourism policy that has opened Taiwan to Chinese visitors for travel purposes. It also improves the long-term unfriendly relation between two regions and the exchanges of trade and culture. More time is needed to observe the influence of the above policy on politics but this policy has definitely brought about more advatages than disadvantages for the two sides across the Taiwan Straits. The government shall actively cooperate and coordinate with the tourism industry to establish Taiwan’s best tourism environment and to provide high quality tourism experiences in order to promote the prosperous development of Taiwan’s tourism industry.
