| Summary: | 碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 100 === To worship with and to burn joss paper money, commonly referred to “burning gold” in Taiwan , flourish in the so-called “Month of ghost” in lunar July, and of which 15th is the most important day for “Ghost Festival” ceremony every year. In accordance with traditional folk customs, Buddha temples, Taoism altars, urban or rural communities, and households in deep faith all would held worship ceremony on lunar July 15th by way of “burning gold” to express the admiration of the gods, remind the memory of ancestors and even nonrelatives passed away.
However, the process of “burning gold” generates smoke and spreads harmful substances, resulting in air and environment pollution, even endangers human health and causes substantial danger in public security.
To solve the problems and to improve environment the Taipei City government promotes the policy of concentrative collection in “burning gold” since 2000 , The policy is executed by the temples of Buddha and altars of Taoism initially and gradually to be implemented by every family and household in a progressive way , this thesis focuses on the difficulties and challenges to be encountered by public servants of Taipei City government in the process of policy process and makes appropriate recommendation for change to reach a feasible policy target.
This thesis uses quantitative research method In-depth interviews to key persons in the policy making process have been conducted Major conclusions are as follows,
1. Policy making is originated from the recommendation of large temples which is involved with large amount of “burning gold” all the time.
2. Policy implementation is performed better in large temples.
3. Policy implementation is difficult to push into family and household in deep faith.
4. Policy making involved with multi-goals of environment protection, public security and religion
5. Avoiding NIMBY (not in my back yard) effect and creative transformation of culture are both essential for successful policy execution.
