The study uses in-depth interview to confer that when the administration is reformed, does its professional work change by a wide margin, and how its influence is. By the use of theory re-inventing government to check the administration’s effect after its’reform. To analyze it, the research finds out that there is still slightly adjust of the administration’s inner structure, yet, there is slightly possible for it to change by a wide margin. The study of the intervies focus on the comparative between its’before and after reformation,including policy construction,environment,policy and economic effects.The subject focus on that whether the administration is really corresponding the organizational function or not,and whether the food and drug business really give them the right they deserve.The subject focus on that wheter the administration is really corresponding the organizational function or not, and whether the food and drug business really give them the right they deserve. The study suggests several measures that can be done immediately, including the cooperation with international formal/ informal organization, reviewing the human resources and budget, etc.
