Based on the 2011 SME White Paper, there are about 1,232,000 SMEs in 2009 to 2010. By the above data, we can see the role of SMEs in Taiwan's economic and social development. In recent years, in order to fit the different needs of the business environment, SMEs constantly import the software systems for business innovation and reform. For creating competitiveness, an important part of competitiveness of enterprises is to strengthen the electronic processes of business like enterprise resource planning (ERP) system. Thus this research explore SMEs' selection program for the cloud computing or open-source ERP based on multiple criteria decision making method. The questionnaires are divided into two parts. The first is the part of college teachers, we sent 12 questionnaires by facilitate sampling to assistant professors or associate professors who teach enterprise resource planning courses. We got 10 copies, 83% in the first part of the recovery. The second part is for the SMEs by convenience sampling method, and got 63 copies, 77% in the second part of the recovery. Based on the results of group’s assessment, Sequoia ERP is the optimal choice, and Openbravo ERP is the worst choice. On the whole, the open source ERP systems have more competitive advantage than Cloud ERP systems.
