problems of decreasing a number of classes and increasing a number of surplus
teachers. Moreover, it might result in a large amount of unused rooms in campuses.
Some abolished campuses are lack of management and no funding for maintenance.
It will be likely to become dead ends of the social security.
This study is based on the literature review and the results of questionnaire “The
Study of Reuse for Campus Vacant Space”. The subjects of this study were the 211
elementary schools in Tainan city. Due to the low birth rate, the unused classrooms
would result in a waste of resources if there were no maintenance funding sources.
Most of the schools plan to use the vacant space in teaching as their priority, and
then could be used as an activity space for teachers and students or even the
community. The vacant space would be managed by the schools.
In the era of low birth rate, we need to develop school characteristics for
improving school performance in order to slow the speed of the reduction of classes.
In addition, schools should regularly check the unused space on campus and seek
funding to improve and enhance the educational resources. Moreover, schools ought
to properly plan the usage of the campus space and the implementation of the
relevant management. As for the old buildings, schools should not only plan for
teaching needs, but also should combine them with the historical characteristics.
The Government could also play a role in this issue. The relevant policy of “campus
reuse of unused space” could be legislated. The Government could implement the
subsidy to increase the manpower and security management to enhance the reuse of
