The problem of the declining birthrate significantly affects the development of elementary school education. To cope with it, public elementary schools adopt some strategies, such as the development of school characteristics, students’ excellent learning achievements, quality school, the sharing of school-social resources and the building of school-community partnerships. The purpose of this study is to explore and analyze the current situation of the innovation management of transformational quality schools in Yunlin County. Questionnaire survey was conducted in this study. The survey included subjects of the transformational quality schools in Yunlin County and a questionnaire consisted of details about “Innovation Management of transformational quality schools in Yunlin County”. Among returned questionnaires, 308 were used. The data obtained were analyzed by descriptive analysis and one-way ANOVA. The findings of this research were concluded as follows. First, the performance of the innovation management of transformational quality schools in Yunlin County was at the “high” level. Among them, “Campus Environment” and “School Marketing” are the highest, followed by “Student Activity”, “Curriculum and Teaching”, “Integration of resources”, and “Administration Management”. Second, from teachers’ perspectives on innovation management, there were significant differences in terms of their years of service, position, age, school history and school location. Yet, no significant difference was shown in terms of their highest level of education. The item that is performed best by the transformational quality schools in Youlin County is “ Schools can encourage students to participate in various kinds of contests and activities. ” Through these activities, students can learn mutual cooperation, respect, appreciation of others’ advantages, keen observation, logical thinking, stimulation of students' sense of honor and the development of self-potential. The item that is performed poorly by the transformational quality schools in Youlin County is “Schools can fully make use of the identification marks, like school badge, logo so that people can have deep impression on this school.” A distinctive school badge or logo helps all staff, students, community and parents to associate the school with its characteristics and perspectives, thus enforcing the support of this school. According to this research result, the teachers’ concept of the identification marks is too weak so it is necessary to let teachers realize the importance of visualizing the school image.
