Understanding the determinant factors for the construction and redesign of an effective working climate for the purpose of satisfaction for staff research, increase their efficiency and motivation. The questionnaire consisted of total 55 items (9 factors) about organizational climate based upon 9 point. These factors will be used to mark the working environment grade. A working environment with high score in all 9 factors will be considered a good one, which encourages the improvement. If the environment score is low, it will be considered a bad one and deter the improvement. The only exception is Conflict factor, where a low score in conflict is positive to improvement. The results also showed obvious that the staff has over 20 years of experience or are aged between 41-50 yearsof age play the most important role and takes the decision in the current working environment. They have high commitment, freedom and openness and at the same time they hold the research works and more pressure on existing work. That also means they have less time for new ideas and they are not risk-taking. They feel the current working environment is right for them. However, the next generation is their staff of about 31-40 year old or from 11 to 20 years of experience did not feel that way about the working climate. This is the age reached maturity necessary for wisdom, health and social knowledge for development and innovation, but also recognize that the working environment is not suitable, the lack of freedom, openness, satisfaction ... therefore, the creative ideas of the group even though to be supported but will not have the opportunity to develop and will encounter many invisible barriers. If this situation continues there will be a degradation of a leading research institutions and also lead to brain drain. Although our study is only preliminary first step, but also shows the intimate relationship between the working environment and creativity, and also point out the determinant factors in setting up a creative working climate.
