Labor events occur in the important but embedded high risk engineering such as domestic airports, fuel tank, the slurry wall, earth dams, natural gas pipelines, tunnels, high-rise buildings, etc., would cause great casualties and property losses. Two recorded disasters occurred in Taiwan include the crash of Singapore Airlines strayed into the construction of the runway in the Taoyuan International Airport as well as the collision of Transasia airways with engineering vehicle during landing in Tainan Airport. This study is proposed to investigate the possible risk hidden in the construction of run slide of airport. Considering various vague influence factors, we employ fuzzy inference theory to conduct the risk assessment and then launch effective approaches and policies to evaluate and control the risk in order to reduce the overall possible high risk. At first 9 major categories and 27 influence factors on risk of construction of run slide of airport are summarized according to historical experiences of working in airport; then, the weighting of each influence factor is decided by FAHP from experts; further, the data of possible degree of risk can be evaluated by construction workers in site based on FAHP. Then MATLAB fuzzy logic tool box is employed to evaluate the degree of risk based on membership functions of each inputs and outputs (difference levels of influence factors) and inference rule banks. Finally, we employ the ORMIT, an operational risk management software package, to obtain the overall high risk factors of the system according to the magnitudes and probabilities of each influence factors, wherein 80-20% rule can be employed to make decision to reduce the possible labor accidents. An actual case of construction of run slide of domestic military airport is investigated and the results of evaluation are reasonable.
