At present the manpower is usually used by the environmental protection bureau to control the fugitive problem for the exposed river-bed area. This not only has wasted greatly the funds, also has not effectively been able to manage the result of the fugitive prevention to be continued. Thus, this research is focused on the establishment of Web-GIS spatial information management system for fugitive dust emission from exposed river-bed area of Beinan river. This system is not only linked with the database of the EPA’s air quality monitoring station at the same time, also combined with the database of meteorological station to analyze the correlation with daily pollution event. Consequently, we build up the aerial photogrammetry GIS system with the effective classification and calculation of the fugitive exposed sand area by using the full-color aerial images with a combination of ENVI ‘s software.
