Not only improve the quality of public service, but also attract business opportunities for the private. In February 2000, the Law of Promoting Participation In Public Construction(LPPIPC) is declared, it aims to expand the range of private participation in public infrastructure. The case of Private Participation in Infrastructure Projects is the partnership between the government and the private institution. It provides suitable inductions to make the private invest and participate in construction and management.
This study is to clarify the ROT model contract managing situation of Civil Service Development Institute, Kaohsiung City. The purposes of this study are as follow: First, the positive meaning of the ROT model contract management creating multi-faceted values. Secondly, What are the problems and solutions of ROT contract management . Thirdly, the supervision management of ROT and how to set up a sound mutual interaction model.
This study is to analyze the policy-making, implement process, contract management, supervision and related issues by means of literature review, private participation in infrastructure process, range and models, case study. Then by means of in-depth interviews and collecting information from CSDI staff, chiefs and Garden Villa Hotel’s managers and ROT experts. Based on all the findings, the conclusions are as follow:
First, regarding the promotion and benefits of ROT model contract managing relations will save expenses. To reduce the financial burden of the Government and create a more effective public service and management environment through private participation in infrastructure and bring in the private abundant capitals and management efficiency.
Secondly, a successful outsourcing case mainly depends on the determination and willpower of Department heads, private-public partnerships and the good location of the Case.
Thirdly, regarding the contract management, it should take good care of the following matters: not to alter the articles of the contract without consensus. It is better to upgrade the equipments of training facilities by equipment reset expense and clear the communication channel of both parties.
Fourthly, it should emphasize the following: governance is a process of mutual learning. Civil Servants should adjust their mindset to create a sense of mutual trust and establish a sound and flexible interaction model to make profits
