Information Service Industry is an economic indicator for the industrial. It established the structure of the systemic dynamics through the history of this case study. Obviously this company's turnover created new high repeatedly during 2005 to 2007, but actually it slumped down during 2008 to 2011. This company had the opportunity to create the peak again, why it didn’t keep the growing up. This research was using systemic dynamics viewpoint to establish the structure which showed its growth dynamics, then discovered that owner's mental model affects the decision-making which promoted in causal feedback loop of interior and exterior operations of the company. This is the key point which thwarts an industry’s growth. We tested repeatedly and used policy simulation by the levels of customers, the reputation, the projects, the salesmen and the engineers which attempted to solve improper policies, growth and underinvestment which caused a serial of feedback effects. The research discovered unique phenomenon in this industry was to make too highly sales objective for employee, it caused more the turnover once these new salesmen unable to achieve; After that, the owner adjusted initial objective and enhances year by year, the turnover of salesman would occur again when objective is hard to achieve, therefore the higher turnover of salesman comes along with lower rate of transaction, so this research in the simulation process, removes the changes for adjustment of sales objective and rate of transaction increasing highly. After increasing, engineers are unable to shoulder more loadings that cause the senior experts to leave, the productions drop with the average experience which also influences reputation effect and customer numbers. All in all, it’s very important in producing disposition of this industry, and how to hires engineers that will keep the enterprise growing up steadily. According to working loading to create employment mode, it will cause what kind of damages to the company?We can realize the problem of the case study which faces typical growth and underinvestment by establishing simulation structure and causal feedback loop.Making a policy design which attempts to solve the problem and improve the present state is suitable for the industry from the system simulation.
