Thus, as the government is pushing theadministration task informational, they not only must refer to private enterprise experiences, but has to considertheir own needs. Through the matched specifications, it can build a complete administration process system. This includes establishing the operation process mechanism of the institute documents’form computerization, signature online, management automation, and fast delivery and exchange. Because the electronic document system is the basis of our military electronic operation, to make administration operation increasingly efficient and paperless, as well as officedocument automatic with the electronic process is the primary objective of the best efforts. This study aims to explore the administration information and process in depth, which expects to achieve the purpose of the best electronic documentperformance. Accordingly, this study first explores the related literature of documentary electronic development tounderstand the document category and handling process, and then finds out the document electronic-related research methods. Although domestically there is much of study inelectronic document system concerning launching into administration operation process, via this study’s physical understanding, we may sort out critical factors influencing administration operation process performance.In this study, we find out the five dimensions of “user characteristics”, “organization characteristics”, “external environment characteristics”, “information system quality characteristics”, and “process management characteristics” are critical factors influencing administration operation launching. After that, we focus on military IS personnel of institute administrations to conduct questionnaires and interviews. At last, hierarchical analysis procedure is used for critical success factors analysis. The findings in this studyare that among thehierarchical analysis comparison of five factors of “top management positive support”, “related departments’ coordination and cooperation”, “system functions’ correction and stability”, “organization’s internal conducting propaganda and elaboration”, and “system pragmatic and development characteristics”, the “top management positive support” is most significant and others in the order as produced. Therefore, in the future as our nation’s military launches electronic document system, decision makers may refer to them for the purpose of performance maximization.
