Since the government implemented 2-day weekend from 1998, our people put more emphasizes on leisure activities. How to make a tourist site more attractive becomes a vital subject. The interaction between public and private sectors has subtle changes in response to the environment. In the past, public sectors hold the dominant power, but, now, it becomes a public-private partnership, in which both parties corporate based on mutual trust to promote local tourism in less effort. Shiding District of New Taipei City is the study scope of this research. There are three main purposes: (1)Understand the difficulties of Shiding in promoting tourism; (2)Understand the operation mode of the public-private partnership in Shiding; (3)Provide suggestions for Shiding in future tourism development. The study is based on the public-private partnership proposed by scholar Wu Ying-Ming. Secondary data analysis and in-depth interview are used for research process and understanding the questions. The 9 respondents of this research include the leader in public and private sectors in Shiding and representative store owners. The study has the following findings: (1) In public sector, the top to bottom decision making mode hinder the communication of the company, which results in limited corporative effect; the interaction of public- private partnership is horizontal-vertical-split mode. (2) The roles of public sector and private sector have their predicaments that cause difficulties in promoting tourism. (3)Shiding does not have distinct feature industry and its inconvenient traffic result in tourism plight. (4) Shiding Old Street and Shiding Service Center enter deep end for operation. (5) The construction of hardware infrastructure is restricted by the regulations and the insufficient planning attractions result in limited marketing effect.
