碩士 === 開南大學 === 資訊管理學系 === 100 === Abstract The research subject is “An exploration of the Key Performance Indexes (KPIs) of Knowledge Management (KM) for Digital Government (D-G) with a viewpoint of Information Security (IS) : An Example of Public Affair in Hualien”. The major background of research is the existing Digital Government. As an aspect of executive exploration, it’s based on the framework named as the Ubiquitous Network Society (UNS) plan in progress from Executive Yuan. There are several relevances and priorities which will be explored, namely, KPIs between the KM System (KMS) and the IS Management System (ISMS). The contents of KM include innovating, sharing, diffusing, delivering, storing, maintaining, updating and encoding. Based on ISMS, it will go through a process of transit and access to the relevant database of filtering, classifying, and marshaling to provide high quality and latest information streams. It will let users obtain adequate knowledge. The meaning of IS is all about concerning computer affairs for safe running; it can be correctly operated in the hardware and software from a well-defined management procedures and defense technologies. Both KM and ISMS are compatible and complementary. Only the safe protection for knowledge utilization can magnify operating efficiencies. The success or failure of KMS absolutely depends on ISMS. There are two research goals for this paper: 1) In terms of IS Measure Plan for D-G, what is the impact (cognizable) and significant (expectable) degree of KMS? 2) According to ISO27001: 5000, what is the impact and significant degree of KMS and ISMS? According to interviews and questionnaires, from referring to cognitions analyze the expectable viewpoint; we can clarify relevance between KPI and ISMS within KMS.
