From 2006 to 2011, substantially increase from the 9.21% to 53.98%. The attack event in addition to makes global shipping companies feel insecure, and also pose a security threat to international transport. This study was supported by the existing legal norms and the international community prevention pirate’s criminal action to analyze at two levels in order to explore the development trend of the future maritime security.
