Summary: | 碩士 === 開南大學 === 物流與航運管理學系 === 100 === The " pirates attack on vessels" and " combat piracy crime " have become the active issues of discussion and disposal of the global shipping industry. According to the International Maritime Organization (IMO) announcement statistical data, International piracy crime rates increasing year by year, of which happened at the Horn of Africa Somalia pirates crime ratio are the highest in the world. From 2006 to 2011, substantially increase from the 9.21% to 53.98%. The attack event in addition to makes global shipping companies feel insecure, and also pose a security threat to international transport. This study was supported by the existing legal norms and the international community prevention pirate’s criminal action to analyze at two levels in order to explore the development trend of the future maritime security.
