Summary: | 碩士 === 國立金門大學 === 國際暨大陸事務學系碩士班 === 100 === China, a country with a vast territory and large population, is facing a major task of economic developing, getting rid of poverty and improving living standards and quality. In recent 10 years, due to the success of the economic reform, China economic development has reached a high level of economic growth, and continued moving forward to the goal of industrialization and modernization. At the same time, however, it’s also faced a series of problems and difficulties, such as the huge population pressure, its relative lack of natural resources, and the continued deterioration of the ecological environment. From the perspective of the global environmental impact , We can say that China has become a “potential ecological threats”, and environmental pollutions has also become a serious concern of the international community, Therefore low-carbon economic development which is based on low energy and low pollution has become a hot topic in contemporary China.
This study hopes to achieve the following four goals through the relevant literature reviews and through the inquiry and integration of relevant theories: 1. Explore the reasons of the formation of the low-carbon economy and the background of the establishment of the international climate cooperation. 2. Using the “United Nations Climate Change Framework Convention “as an example, this study attempts to understand the mentality of the nations that participated in the carbon-reducing movement, base on a simplified game theory model and, based on this, infer the reason why China joined the convention? 3. Is the development of low-carbon economy really a choice made by China based on its rising awareness of the environment, or on political, economic and even social consideration at a deeper level? 4. What is China’s current policy status on the low carbon economy and the future trends?
Based on the discoveries and summaries of this this research, this paper came to the following four conclusions: 1. The formation of low-carbon economy is a product of the consensus of the international community based on the goal of the protection of the environment and ecology in order to prevent climate continue to deteriorate and affect human survival. 2. The key to the success of international climate cooperation is that the countries should abandon individual national interest in order to reach “the Nash equilibrium” described in the game theory; China's basic position in participation in international climate cooperation should be a responsible commitment to emission reduction. But based on the historical responsibility of the industrial development, it should insist the principle of ”common but differentiated responsibilities”. 3. Low-carbon economic development in China is the best choice considering the political, economic and social conditions; simply pursuing high economic growth is not. 4. In response to the low-carbon economy and green energy development, China in recent years has been actively developing a series of related policies and long-term development plans.
