By 1987, Taiwan was gradually open its door to the world, which also enhanced the rise of eco-consciousness. Local citizens suffering from long-term pollution of oil refinery as well as public security accident formed an anti fifth naphtha self-help association in August, thus, the most important protest in Taiwan was aroused. In 1980, the authorities in Taiwan concretely promised the citizens that fifth naphtha would be relocated after twenty-five years. And now, fifth naphtha is going to be relocated in 2005, the anti fifth naphtha self-help association held by local people is also faced with the upcoming development and transformation. Professor Xiao (1989) observed and analyzed the development of Taiwan social movements based on Mauss’ theory (1975), and the results proposed five steps: Incipiency, Coalescence, Institutionalization, Fragmentation, and Demise. However, does Hou-Jing anti fifth naphtha movement conform to the five steps of Mauss’ theory? What is the powerful network to support the movement of anti Fifth Naphtha for more than twenty years? And what’s the viewpoint of the supportive network for the upcoming relocation of Fifth Naphtha in the year of 2005? These are the research questions in this paper. The aim of this research is about the development and transformation of anti fifth naphtha community governance, and the purpose is to understand the evolution of Hou-Jing anti fifth naphtha movement under different circumstances, to discuss the source of supporting power for so many years, and to investigate the changes of the upcoming Fifth Naphtha relocation. The research component was conducted by semi-structural method and snowball sampling method, also, file analyzing method is included for understanding the whole development and transformation of the community movement-- anti fifth naphtha. The objects of study were the elected representatives and other core members. By interviewing the elected representatives, the members in anti fifth naphtha self-help association, and the committee of Temple Management, we can understand their attitude and perspectives of present anti fifth naphtha movement.
