The object of this study is focus in the facts of "organizational justice", "social support", "Operating Characteristics" and "turnover intention", also the relations and interference between each others. This study found that there is a negative significant relationship between "organizational justice" and "turnover intention" for the volunteer soldiers; also there is an interference effect between "social support", "organizational justice" and "turnover intention". But only the facts between "encourage to be fair", "fair interaction", and "support from superior officers" show the statistically significant level for the leaving tendency. So we can verify that the support from superior officers can effectively influence the turnover intention of voluntary soldiers. In summary, hoping the findings from this study can provide some suggestions and reference for the ROC Navy and its staff, in order to understand the main reasons for volunteer soldiers' increasing leaving tendency and interfere. Thereby to improve the navy's recruit system, working environment and operational concepts, also result in effectively reducing the turnover rate of volunteer soldiers.
