Some veterans depend on the government VH to provide aged care because they have no family, or for other reasons. The guidelines and key points of the Veteran Affairs Commission 2008 include: increasing services and care of veterans; raising the quality of services; using a ’person-centered care’ service approach when providing appropriate care to the veterans. VH currently provides a medical clinic; nursing staff for low-level care, severely disabled and dementia units; a daily medicine dispensary; training of staff prior to commencing work, and on-going regular health education. There is rehabilitation equipment installed within the VH and various comprehensive services provided. Splendid garden settings are provided to beautify the residential environment, with around-the-clock staffing and security services as part of the psychological care. A commercial Co-op has been established to provide veterans with a wider range of goods to satisfy their physical and psychological needs. This Co-op operates under the equal opportunity principle, of mutual economic benefit using co-management methods, to improve the life style of the members. This service utilizes the enterprise business management and a mobile vending service for the disabled veterans within the VH. This detailed study concentrates on ways to improve the operation of the Co-op. It analyzes the profits and costs in order to direct the human resources, and facilities needed to make continuing improvements. This research uses the following six research methods: literary research; in- depth interviews; case studies; questionnaires; SWOT analysis; and TOWS analysis. This is a qualitative research to conduct interviews of the stake holders associated with the Co-op. The information gathered from these various sources will be collated and formulated to establish more suitable management methods for the Co-Op. This proposed research is to establish the following: 1. The business management of the Co-op needs to raise the quality of the human resources and upgrade the facilities to improve its service. 2. The Co-op needs to increase the range of commodities and services as well as improve the atmosphere of the shopping precinct. This would improve the veterans’ satisfaction and lead to increased profitability. 3. The Co-op is to establish a good working relationship with the businesses, lower the running costs and encourage long tenure. This will promote customers’ loyalty. 4.
