The research method was to sift out the comely evaluation factors and to compute the relative weights by consideration to the characters of the research topic and reference of literature. Furthermore, the best mode of material provision would be selected by collection and integrating the overall opinions of the actual policy – making class, working class, industry, government and academic experts etc. In order to assay the priority, the advantages of Analytic Hierarchy Process(AHP)were made use of in the research; and further, the calculus concept of efficiency values of common weights in Data Envelopment Analysis(DEA)was tied in as a tool for analysis to respectively calculate the efficiency values of two alternatives in four evaluation dimensions. After the induction and analysis to the process of the study, four criterions for evaluation of the commissioned providers were obtained. They were the managerial capacity of the contractor, efficiency of the budget, the contractor’s ability of providing goods, and technical competence of the contractor. Also, by the efficiency values of evaluation factors for 16 items, the expected values of two alternatives were acquired, and the conclusion about the best model of material provision of this research was generalized. The result of the study, directly outsourcing is the best model, and the sales of military hardware come second.
